Position Summary

This individual will provide overall leadership for federal, state, and local environmental and regulatory permitting in support of oil and gas production and operations activities.  The responsibilities will include regulatory reporting, compiling production data, preparation and maintenance of Regulatory processes while overseeing any other technical support necessary for the Operations department to be successful. This position will report to the Regulatory and Government Affairs Manager, and is located in downtown Houston, Texas.  Level and salary commensurate with background and experience.  

Essential Job Functions

  • Oversee the preparation of all regulatory and production reporting
  • Manage, supervise and direct activities of Regulatory Specialist and Technician staff
  • Responsible for managing all regulatory affairs associated with drilling and producing oil and gas wells including local, state and federal authorities and related government agencies
  • Meet with government officials in the regulatory departments to ensure rulemaking aligns with the company strategy
  • Make certain all annual updates, renewals, and reports are submitted to federal, state, and local municipal entities while keeping company informed of any changes to permit requirements to ensure compliance
  • Coordinate response to rule changes by Oasis to different governmental entities and industry trade groups
  • Interface with drilling and production personnel to ensure permit requirements and standards are properly integrated and aligned with permitting strategy
  • Collaborate in preparation of the drilling schedule to manage permit submittals, approvals, and well notifications
  • Administer contracts within area of responsibility (establish work orders, approve invoices, monitor performance)
  • Monitor progress of work, anticipate issues and bring action to ensure quality on work products
  • Ensure team personnel are delivering project schedule requirements
  • Advise drilling and production personnel of applicable regulations that might impact activities
  • Support well operations, drilling and completion activities, audits and accounting obligations as needed

Minimum Qualifications

  • Bachelor’s Degree
  • 5 years of experience interacting with government regulatory officials
  • Experience with Texas Regulatory Agencies
  • Experience with interacting with a variety of external entities (e.g. NGOs and local communities)
  • Proven leadership and supervisory abilities
  • Strong analytical and problem solving skills
  • Good communication skills and willingness to work in a team environment
  • Computer skills: Word, PowerPoint, and Excel, and an automated production allocation process
  • Physical Requirements and Working Conditions:  Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer, stamina to maintain attention to detail despite interruptions, strength to lift and carry files weighing up to 10 pounds; vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone

Preferred Qualifications

  • Experience with North Dakota and Montana Regulatory Agencies
  • 10 years regulatory compliance experience within the oil and gas industry
