Position Summary

The primary role of the Risk and Technical Safety Advisor is to provide EHS Risk and Technical Safety support to the company across all operating businesses (Midstream, Production, Drilling & Completions, and Frac.) within the company’s operating Basins. Candidates should be recognized for expertise in an EHS Risk and Technical Safety discipline. This position will represent the company in technical meetings with partners, vendors, and industry/governmental organizations, and must possess the ability to guide department processes and integrate EHS programs into field operations through their influence. 

 

This position is located in Houston, TX. Level and salary commensurate with experience. 

Essential Job Functions

  • Technical authority for EHS risk assessment and technical safety across Oasis businesses focusing on process safety management and EHS risk modeling in support of operations, engineering, projects, and D&C.
  • Coordinates the development of operations and safety procedures with operations teams covering PSM, HAZOPs, HAZIDs, SIMOPs, PHAs, Facility Siting Reviews and other Technical Safety matters.
  • Upholds safety, health, and environmental procedures, communicates directly, and supports the Operations Teams to ensure OSHA PSM and EPA RMP compliance.
  • Leads and documents the PHA/hazard evaluations of each phase of a large project (such as a new process).
  • Leads incident investigations or root cause analyses, and supports the development of corrective actions to address RCAs, regulatory and audit findings.
  • Performs Layer of Protection Analysis (LOPA) as required for determining if the risk of an accident scenario is as low as reasonably practical.
  • Expert at determining the necessary risk mitigations for an accident scenario during PHAs/HAZOPs, or as a stand-alone task.
  • Ability to write effective procedures and supplement plant personnel in writing operating and maintenance procedures as required.
  • Assists in developing inspection, test, and preventive maintenance plans and equipment reliability programs.
  • Develops and implements key performance indicators (especially leading indicators) to track the progress of PSM program.
  • Provides oversight and conducts audits for site management of change (MOC) and pre-start up safety review (PSSR) process.
  • May be assigned other duties, in addition to, or in lieu of, those described above, according to the needs of the Company.

Minimum Qualifications

  • 10 years of experience in Technical Safety, Process Safety or EH&S Risk Assessment role.
  • 5 years working knowledge and experience in E&P field operations, drilling and completions, and Projects.
  • Willing to travel up to 25% of time to regional offices/well sites.
  • Advanced knowledge of federal and State regulations, policies, and procedures focused on Technical and Process Safety.
  • Strong working knowledge of EHS Management Systems, PSM, Facility Risk Assessment, Safety Critical Elements, Management of Change and other applicable industry standards.
  • Strong influence and partnering skills.
  • Strong written, verbal and PC skills (Microsoft Office Suite)
  • Bachelor of Science or Equivalent in Engineering
  • Physical Requirements and Working Conditions: Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer, stamina to maintain attention to detail despite interruptions, strength to lift and carry files weighing up to 10 pounds; vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone.

Preferred Qualifications

  • 12 years of experience in Technical Safety, Process Safety or EH&S Risk Assessment role.
  • 8 years working knowledge and experience in E&P upstream and midstream field operations, and land-based drilling and completions.
  • Experience in developing Asset Integrity programs.
  • Master of Science or Equivalent in Engineering
