Position Summary

This position is responsible for planning, directing and managing the employee(s), programs, policies and procedures that lead to the accurate measurement of crude, gas, NGLs, produced water and freshwater throughout the Oasis Midstream Services (OMS) assets. This person is responsible for monitoring daily, weekly, monthly and yearly system balances and gain-loss discrepancies, providing detailed analysis of the data and leading troubleshooting efforts to mitigate measurement discrepancies by implementing corrective actions. This position will report to the Operations Manager for Oasis Midstream Services and is located in downtown Houston, TX Level and salary commensurate with experience.

Essential Job Functions

  • Establish an effective measurement oversight program and ensure adherence to it across all areas
  • Develop, maintain and communicate an OMS Measurement Policies and Procedures manual that is aligned with and incorporates the latest applicable industry standards and practices
  • Supervise OMS Measurement group and ensure that schedules for meter closeout and proving are established and policies and procedures are followed
  • Specify and utilize software that allows for the further detailed analysis of our meter and measurement data and analyze meter proving trends to identify potential mechanical, electrical or software problems
  • Immediately identify and analyze daily measurement shortages that exceed established tolerances and initiate corrective actions by leveraging Operations, Field Technical and Measurement personnel
  • Interact with Control Center, Pipeline and Terminal Operations, Maintenance and Scheduling personnel, to identify and troubleshoot issues with measurement equipment and gain/loss variance
  • Work in close cooperation with various stake holders to collect measurement data, compose commodity gain/loss reports and lead monthly gain/loss review meetings
  • Act as the point person to resolve 3rd party measurement disputes and to reclaim the value of product that was incorrectly transferred
  • Regularly audit the company’s compliance with the terms of the Measurement Manual
  • Plan and execute measurement training programs for company personnel involved in measurement activities
  • Inform and train Measurement Technicians, Schedulers, Field personnel and Pipeline Controllers on the key indicators of measurement problems
  • Stay current with industry measurement standards and practices by attending API, ASTM, GPA and other industry sponsored workshops and conferences
  • Other duties as assigned by Supervisor

Minimum Qualifications

  • Bachelor’s Degree in Engineering or related science degree; or equivalent experience in measurement, quality control and staff supervision in the petroleum/midstream industry
  • 7 years’ experience in pipeline and/or facility measurement
  • Strong analytical and problem solving skills
  • Good communication skills and ability to work in a team environment
  • Computer skills: Word, PowerPoint, and Excel, and an automated production allocation process
  • Physical Requirements and Working Conditions:  Must possess the ability to work in a standard office setting and to use standard office equipment, including a computer, copier, files, telephone, and fax; maintain attention to detail despite interruptions; vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone
  • Occasional travel to field facilities

Preferred Qualifications

  • 3 years of leadership/supervisor experience
  • Experience in setting and achieving goals and objectives, providing feedback and coaching with personnel
  • Experience with SCADA systems
